CC&R Amendment Ballot

The ballots are continuing to come in and we are up to 720 valid ballots cast. We are up to 51% received leaving 49% of Nellie Gail Ranch homeowners with an opportunity to still cast a ballot for or against the amendments. Please return your ballot in the postage pre-paid envelope at your earliest opportunity. The Inspector of Election will open and count ballots at the March 28th meeting.

Please remember to sign the outside envelope where indicated.

Emergency Preparedness

Community Training

Are you prepared for any type of an emergency?Do you have a “Grab n Go Bag” ready in your vehicle?
The Emergency Preparedness Committee will conduct an Emergency Preparedness Community Training on Monday, March 13th at 7pm at the Watering Hole. The training will focus on preparing for quick response time in case of emergency and items that are essential for your “Grab n Go Bag” for your vehicle. Nellie Gail Ranch residents are invited to attend this very informative training. It is important that Association members be prepared for possible disasters or emergencies which can strike at any time. Short Term Rentals on City Council Agenda February 28, 2023

The topic of short-term rentals is on the City Council’s meeting agenda for Tuesday, February 28, 2023. The staff report is available via the button below. The report reflects the results of the survey the city conducted November 14th through December 1, 2022. The report identifies and describes the following four regulatory options and seeks direction from the Council:
1. Take No Action2. Adopt an Ordinance to Ban STRs3. Regulate STRs4. Regulate and Tax STRs
Homeowners with an interest in Short Term Rental regulation or restrictions may wish to attend the meeting or log on to the city website and provide comments or express a preference for one of the regulatory options.
The City Council Meeting is Tuesday, February 28, 2023 7:00 PM at 24035 El Toro Road, Laguna Hills, CA 92653.

Trails Closed Due to Rain

Trails are currently closed for the next couple of days due to heavy rain. Please do not schedule feed or hay deliveries while the trails are wet. Every year we get one or two drivers who think they can beat the odds and it turns into an ordeal to offload and wait for the trails to dry enough to send out a rescue.

Assuming the weather stays clear, many trails should be ready to re-open Thursday or Friday with shaded and steep trails possibly staying closed longer. We do not send a general re-opening notice because our 25 miles of trails dry at different rates.

If you are not sure about your specific trail condition, please contact Jeff Hinkle at 949-425-1477 and he will inspect and evaluate.

Emergency Preparedness Training

The Nellie Gail Ranch Emergency Preparedness Committee hosted a March 3rd training meeting via Zoom. The topics covered included the following:
  • Portable and permanent standby generators – benefits of each generator type – general costs.
  • Fuel type, storage issues & safety matters, noise levels.
  • Solar systems, other types of power sources currently available – batteries, wind generators…

Block Captain Training Tuesday, April 6th at 7:30 p.m.

Current and prospective Block Captains are invited to join a Zoom training session on Tuesday, April 6th at 7:30 p.m. Attendees will learn how to best serve their neighbors and gain meaningful insight into the resources the Emergency Preparedness Committee has to offer the community.

If your block captain link comes up “Vacant” please consider volunteering to be the Block Captain for your neighbors. The “Become A Block Captain” webpage link will put you in contact with the EPC who can more fully describe the duties and benefits of this volunteer activity.  Now is the perfect time to volunteer and take advantage of the upcoming training.

Meanwhile, if you do already have a Block Captain, take time to get to know them.  In a time of need, they may be able to assist you and your family address needs, or you may be able to offer help to other community members via the liaison efforts of your block captain.

Driving Safely in Nellie Gail Ranch

As an equestrian community, we have a myriad of unique crosswalks and trail crossings. The crossing at the Equestrian Center has flashing beacons to warn drivers while other crossings have signage and white painted triangles on the pavement delineating the crossing. Still, other crossings have warning signage but no painted markings on the street. The next time you drive through the community, please take note of where the crossings are and the different kinds of crossing identification between your home and where you normally exit or enter the community. Keep the following in mind as you drive:

  • Expect to see a horse or pedestrian using the crossing. Even if you rarely see the crossing used, expecting to see a horse or pedestrian will result in a safer speed. Notice in the above photo the car going through the crossing in front of the Equestrian Center while the beacon lights were flashing.
  • Slow down and stop well before the crossing if possible and be patient allowing the horse to completely cross. A car passing close behind a horse midway through a crossing can cause it to startle. Horses are flight animals and can bolt forward or sideways at high speed and often into the street when startled.
  • Be aware of your speed! Look for “Watch Downhill Speed” signs. When descending some of our steep streets it takes definitive braking to maintain 25 MPH. When ascending, you need extra power to get up the hill and that sometimes translates into higher speeds especially once the grade changes to level. Be aware of your speed.
  • Be aware of your site lines as you drive through the community. Change speed according to curves, elevation changes, the number of cars parked on the street, and especially proximity to crossings and parks.
  • Do you have traffic safety signs in front of your home? Is your home on a corner? Look for tree branches or other landscaping that may block or partially block crossing signs, street signs, speed limit signs or lighting. Look at the signs from the perspective of a driver and maintain your landscape accordingly.

Human nature is to increase awareness when we are in unfamiliar places. Unfortunately, that translates to a false sense of security when we drive through our own community. Signs and speed are often filtered out of our consciousness.

Let’s all commit to a renewed focus on safety in the Nellie Gail Ranch Community. Try teaching your children and make it more fun for yourself by making a game of locating the different traffic signs or being the first to spot a horse.
